"If you are looking for homeless assistance for yourself or someone you know, please visit ourHomeless Assistance DirectoryProgram DescriptionThe Recovery ActThe American Recovery and Reinvestment Act of 2009 (PDF) (Recovery Act or ARRA) was signed into law by President Obama on February 17th, 2009. The Recovery Act authorized a $1.5 billion dollar Homelessness Prevention Fund (WORD). $14 million of this amount was allocated to 11 local government agencies in Georgia. The Georgia Department of Community Affairs received $19 million dollars for the balance of state. The Homelessness Prevention Fund is administered at the Federal level by the U.S. Department of Housing and Urban Development (HUD). HUD's Homelessness Prevention and Rapid Re-Housing Program (HPRP) DesignHUD Regulations implementing the Homelessness Prevention Fund created the Homelessness Prevention and Rapid Re-Housing Program (HPRP). Accessing Homelessness Prevention and Rapid Re-Housing Program (HPRP) Funds in GeorgiaBy Congressional design, HPRP funds were granted to eleven (11) local governments in Georgia. Those local governments include:
DCA does not have current information on the status of HPRP programs within these communities. DCA's Balance of State HPRP ProgramFor the balance of Georgia's localities, the State of Georgia, through the Department of Community Affairs (DCA), was granted $19,084,426. By law, DCA cannot directly provide assistance. DCA must sub-grant all HPRP funds. On August 26, 2009, DCA issued awards to seven (7) Georgia nonprofit organizations to administer HPRP programs within 151 of Georgia’s 159 counties. As of May of 2012, 99% of the $19 million dollars has been expended, and DCA is preparing to close-out the grant. Who Qualifies for Assistance?HUD Regulations Implementing the Homeless Prevention FundOn March 19, 2009 HUD regulations governing the "Homeless Prevention Fund" were released. News and EventsDCA Awards HPRP Funds - August 26, 2009See above detailed information on "Accessing Homelessness Prevention and Rapid Re-Housing Program (HPRP) Funds in Georgia." HUD Funds Awarded - July 16, 2009On July 16, 2009 HUD announced its approval of the State's Substantial Amendment requesting HPRP funds. The award to the State totaled $19,084,426 (more info). HPRP Applications Received - July 1, 2009In response to the July 1 deadline, nineteen (19) applications were received requesting $25.2 million dollars (more info). Of the $19.1 million dollars awarded to the State of Georgia for HPRP, DCA expects to subgrant $18.6 million dollars (97.5% of the total amount) to community based organizations or local governments on or before September 1, 2009. HPRP Application Workshops Held May 20, 21 and 22HPRP application workshops were held as follows: May 20, Savannah; May 21, Macon; and May 22, Atlanta.
