Program Description

The Recovery Act

The American Recovery and Reinvestment Act of 2009 (PDF) (Recovery Act or ARRA) was signed into law by President Obama on February 17th, 2009.  The Recovery Act authorized a $1.5 billion dollar Homelessness Prevention Fund (WORD).  $14 million of this amount was allocated to 11 local government agencies in Georgia.  The Georgia Department of Community Affairs received $19 million dollars for the balance of state.  The Homelessness Prevention Fund is administered at the Federal level by the U.S. Department of Housing and Urban Development (HUD). 

HUD's Homelessness Prevention and Rapid Re-Housing Program (HPRP) Design

HUD Regulations implementing the Homelessness Prevention Fund created the Homelessness Prevention and Rapid Re-Housing Program (HPRP).

Accessing Homelessness Prevention and Rapid Re-Housing Program (HPRP) Funds in Georgia

By Congressional design, HPRP funds were granted to eleven (11) local governments in Georgia.  Those local governments include:

  1. Athens-Clarke County
  2. City of Atlanta
  3. Augusta-Richmond County
  4. Clayton County
  5. Cobb County
  6. Columbus-Muscogee County
  7. DeKalb County
  8. Fulton County
  9. Gwinnett County
  10. City of Macon, and
  11. City of Savannah

DCA does not have current information on the status of HPRP programs within these communities.

DCA's Balance of State HPRP Program

For the balance of Georgia's localities, the State of Georgia, through the Department of Community Affairs (DCA), was granted $19,084,426.  By law, DCA cannot directly provide assistance.  DCA must sub-grant all HPRP funds.  On August 26, 2009, DCA issued awards to seven (7) Georgia nonprofit organizations to administer HPRP programs within 151 of Georgia’s 159 counties.  As of May of 2012, 99% of the $19 million dollars has been expended, and DCA is preparing to close-out the grant.

Who Qualifies for Assistance?

HUD Regulations Implementing the Homeless Prevention Fund

On March 19, 2009 HUD regulations governing the "Homeless Prevention Fund" were released.  This 59-page document includes extensive requirements for implementation of HUD's new Homelessness Prevention and Rapid Re-Housing Program (HPRP).  Important points include:

  • For HPRP eligibility, and in addition to other requirements, individuals or households must -

    1) At a minimum, have an initial consultation with a case manager or other qualified representative of the agency administering the assistance who can determine the appropriate type of assistance to meet the household's need,

    2) Be verified as (a) "literally homeless" (living on street, in car, in shelter, etc.), OR (b) "homeless but for the HPRP assistance" (subject to eviction, short-term institutionalized and subject to discharge, etc.); 

    3) Be appropriate for a 'stable housing outcome' following the assistance; AND

    4) Be at or below 50% of the "Area Median Income (AMI)" for the area.

    HPRP grantees must verify eligibility information provided by the applicant not less than once every 3 months, document conclusions, and certify initial and ongoing eligibility utilizing third party information.

  • The purpose of HPRP is to provide homelessness prevention assistance to households who would otherwise become homeless—many due to the economic crisis—and to provide assistance to rapidly re-house persons who are homeless.   HUD expects that these resources will be targeted and prioritized to serve households that are most in need of this temporary assistance and are most likely to achieve stable housing, whether subsidized or unsubsidized, after the program concludes;
  • Financial assistance to individuals and families will be prescribed by sub-grantees, but by regulation is generally limited to three (3) months of rental assistance (includes utility payments), deposits for rental units and utilities, moving costs, and/or hotel/motel vouchers necessary to meet emergency needs for potentially eligible individuals and families.  Individuals and families assisted may requalify for assistance every three (3) months.  In no case can assistance exceed eighteen (18) months; and
  • Mortgage payments, including legal or other types of assistance to prevent foreclosure, are not available through this program.  Homeowners seeking assistance with their mortgage should review information posted at http://www.dca.ga.gov/housing/Homeownership/programs/foreclosure.asp.  Georgia Public Broadcasting has also prepared information that Georgians can access at http://www.gpb.org/mortgage-crisis.

DCA Awards HPRP Funds - August 26, 2009

HUD Funds Awarded - July 16, 2009

On July 16, 2009 HUD announced its approval of the State's Substantial Amendment requesting HPRP funds.  The award to the State totaled $19,084,426 (more info).

HPRP Applications Received - July 1, 2009

In response to the July 1 deadline, nineteen (19) applications were received requesting $25.2 million dollars (more info).  Of the $19.1 million dollars awarded to the State of Georgia for HPRP, DCA expects to subgrant $18.6 million dollars (97.5% of the total amount) to community based organizations or local governments on or before September 1, 2009.

HPRP Application Workshops Held May 20, 21 and 22

HPRP application workshops were held as follows:  May 20, Savannah; May 21, Macon; and May 22, Atlanta.  Approximately 150 persons from throughout the state attended.  Interested persons may access the PowerPoint presentation and copies of the application documents from this web page.
