Assisting persons who are homeless or in danger of becoming homeless and other Georgians with special
needs is an important part of DCA's housing mission. In partnership with the Commissioners of the
State Housing Trust Fund for the Homeless, DCA administers several programs to assist local
housing and supportive service organizations with funds to prevent homelessness, shelter persons in need,
provide transitional housing for those with obstacles to independent living, and provide permanent
supportive housing to those who are disabled.
In addition to funding programs and associated planning, DCA recently developed the
State Housing Trust Fund
for the Homeless Directory. This Directory lists homeless and special needs housing organizations
operating within the State. While DCA makes an effort to control the content of this Directory,
users are cautioned that the listing of an organization in this directory does not imply that the
organization is in any way approved or endorsed by DCA. All persons should exercise due diligence and
caution when selecting organizations for services, charitable contributions, volunteerism or any

Emergency Shelter Grant Program provides direct funding to eligible applicants
(including nonprofit organizations and local governments) operating homeless housing and
service programs to benefit homeless populations. At present, applicants may utilize funds for
1) operation of housing (shelter or transitional) facilities, 2) support services, 3) development of
housing or supportive service facilities, 4) homeless prevention, and/or 5) technical assistance.
The Housing Opportunities for Persons With AIDS Program provides supportive housing and
related services for low income persons living with HIV or AIDS. The program typically offers direct
subsidies of federal funds to nonprofit organizations operating housing and providing
supportive services to this population.
Funding requests to the Emergency Shelter Grant and the Housing Opportunities for Persons
With AIDS programs are accepted through a single, combined application process.
Applications are received once annually (in the Spring) for FY funding from July 1 - June 30.
Applications are also received on a limited basis during the course of the fiscal year based upon
the urgency of the request and the availability of funds. For upcoming 2005 workshops, refer to the
