Eligible activities for the CPLP includes the financing of predevelopment costs associated with the eligible project, incurred up to the closing of the HOME Rental Housing Program funded construction loan under the Qualified Allocation Plan (QAP), Single Family Development Program (SFDP) or Permanent Supportive Housing Program (PSHP) funded construction loan. These costs include, but are not limited to, initial feasibility study, market study, consulting fees, associated expenditures with the preparation of preliminary financial applications to non-DCA funding sources, site control, title clearance fees and expenses associated with architectural, legal engineering and development services.
