Program Description
The Community HOME Investment Program (CHIP) uses a portion of DCA's HOME funds to assist local governments, nonprofit organizations and public housing authorities to address the needs of affordable housing development in their communities. CHIP funds may be used to provide down payment assistance or homeowner rehabilitation funding to eligible low- and low-moderate income households. Eligible communities are those outside of a HUD-designated Participating Jurisdiction as defined by the HOME Program.
Annually, DCA releases a Notice of Funding Availability and Program Description for the Applicants' Workshop to ensure the criteria are communicated on how funding is scored and ranked before funds are awarded to projects.

Commissioner Beatty Announces $3.4 Million in SFY 2012 CHIP Awards
Commissioner Beatty has announced DCA’s award of over $3.4 million in grants to local communities and nonprofit organizations under the state’s SFY 2012 Community HOME Investment Program (CHIP).
Thirty-six applications were received under the program, totaling $10.3 million in requested funds. DCA’s award of grant funding to 11 local governments and 1 nonprofit organization will provide locally administered down payment and/or homeowner rehabilitation assistance in these communities. Scoring results of DCA’s application review are available below.
