Performance Measurement Reports
The State of Georgia Department of Community Affairs (DCA) submits to the U.S. Department of Housing and Urban Department (HUD) annual performance reports within 90 days after the close of the state’s fiscal year. The performance reports include a description of the resources made available, the investment of available resources, the geographic distribution and location of investments, the families and persons assisted, action taken to affirmatively further fair housing and other actions indicated in the strategic plan and the action plan.
The following abridged versions of Integrated Disbursement and Information Systems (IDIS) reports that are used to complete the Consolidated Annual Performance and Evaluation Report (CAPER) are provided for citizen review.
Consolidated Plan Reports
PR06 - Summary of Consolidated Plan Projects tracks progress in implementing projects identified in the action plan. This report lists all projects for a plan year in sequence by project number. Disbursements are summarized by program for each project’s activities.
PR23 – CDBG/HOME Summary of Accomplishments Reports presents data on the CDBG/HOME activity counts and disbursements by priority need categories.

Community Development Block Grant Program (CDBG)
PR03 - Summary of Activities identifies the CDBG activity that was open during a program year, including the status, accomplishments, and expenditures for the year.
PR26 - Financial Summary Report shows the annual obligations and expenditures for the key CDBG program indicators for the statutory requirements regarding overall percentage for low- and moderate-income benefit.
PR83 - CDBG Performance Measures Report reflects the CDBG activity during the program year, including the beneficiaries served based on the designed objectives.
HOME Investment Partnership Program (HOME)
PR85 - HOME Housing Performance Report identifies the HOME expenditures and units completed for the program year.
Emergency Solutions Grant (ESG)
PR81 - ESG Performance Measures Report reflects the activity of ESG Beneficiaries by annual objectives of Special Needs services (chronically homeless, severely mentally ill, chronic substance abuse, etc.).
Housing Opportunities for People with AIDS (HOPWA)
PR80 - HOPWA Measuring Housing Stability Outcomes shows the HOPWA grant activities and expenditures during the year.
