NSP Income Guidelines and Data Summary of CDBG Portion of HR3221 February 20, 2009 NSP Direct Allocation Pool Award Announcements PostponedIn accordance with the publication of the State of Georgia Substantial Amendment to the Action Plan submitted to HUD for consideration of funding for the State NSP program, Section B(6)(k) and (l) states, in part, that: “Should HUD not approve this Action Plan on a timely basis, the Department reserves the right to adjust this deadline and subsequent dates affected by HUD’s delay or any needed adjustments to the Action Plan.” Also that: “On or about February 20, 2009, DCA plans to announce the Direct Allocation awards and other contracts and proceed to issue NSP allocation agreements. Acceptance of allocation agreements by local jurisdictions must occur within 15 days of the announcement.” DCA has not yet been granted formal award of NSP Funding from HUD. As such, the State is continuing to review applications submitted for the Direct Allocation Pool but must withhold announcement of funding until such time that we are in receipt of the executed NSP Award from HUD so that we may announce funding decisions to State sub-recipients and allow local grantees to meet the 15 day award acceptance timeframe. Comments on the changes will be accepted through February 18, 2009. Applications may be submitted by USPS but must be postmarked no later than January 15, 2009. We suggest that applications that are mailed be sent by certified or registered mail.Applicants must submit an original application and three (3) copies (set of 4). Please be sure at least 2 of the 4 copies have original photographs, if applicable. DCA recommends that all sets of photographs be in color.
